But India’s prime minister once seemed like the country’s only hope for transformative growth. It looks like he’s abandoned that quest -- and India’s future looks much bleaker than it did in 2014. The rules for settling disputes havent been ironed out either; many worry that tax authorities may be able to deny you input credits -- a crucial part of the GST -- just because someone you bought something from takes too long to enter that transaction into the centralized GST database. The GST Council has at least one more meeting scheduled early next month. If the potential of this tax reform is to be realized, then it has more work to do. It needs to fix these procedural concerns -- and also lay out a timetable for reducing the profligate multiplicity of tax rates to a more manageable one or two rates over the next few years. Otherwise, India's big new reform could create nearly as many problems as it solves. This column does not necessarily reflect the opinion of the editorial board or Bloomberg LP and its owners.

My first Beatles song, or at least the first one I am conscious of having heard and enjoyed and puzzled over and skipped to on the boom box, was "Sgt. Pepper’s Lonely Hearts Club Band." For years, I mentally supplied what I considered a missing word, "Marching," after "Club" in the title, though curiously not because I had seen the boys in the most ridiculous of all their outfits on the cover of the LP. I don't know how significant it is that I remember being impressed at what I thought of as the "yelling." Here were guys who yelled, who were having a great time yelling, and the words they were yelling were silly. The words of the other songs were silly too, submarines and rocking-horse people with s'mores in their pie. But the words were also sad and, occasionally, scary. I have a vivid memory of driving back from Indiana a few weeks after my introduction to Sgt.

(Virgin EMI) The Bristol-based singer makes a virtue of misery on this highly promising break-up album There should be a mutual support organisation for those exes who are the subjects of famous heartbreak albums. Oh, to be a fly on the wall if Adele’s ex (aka “Mr 21”) broke bread with the object of Sam Smith’s unrequited affections, (aka “Mr Lonely Hour”). It would be quite the gathering, if you included people like Britney Spears (the object of Justin Timberlake’s Justified LP) or the line-up of Abba. If it all goes to plan, Stevie Parker’s errant former girlfriend could end up sitting in a corner at this theoretical get-together, a little agog. Parker’s debut – mostly about this one ex – is one of those idiosyncratic British heartbreak albums that has the potential to go far. Continue reading...

His wish was partly granted by the influence of jazz on composers like Leonard Bernstein, who sought to answer the question “What is Jazz?” in a 1956 spoken-word LP . The tension between jazz as a compositional or wholly improvisational art seems to resound throughout the form, in all of its many guises and variations. But one thing I think every jazz musician knows is this: Standards, a common compendium of songs in the tradition. You’ve got to know the rulebook (or the fakebook, at the least), before you can throw it out the window. Even some of the most innovative jazz artists who more or less invented their own scales, modes, and harmonies—like Cecil Taylor and Ornette Coleman —either studied at conservatory or paid their dues as sidemen playing other people’s songs. JazzColeman once told Jacques Derrida —is “a conversation with sounds.” Its underlying grammar comes from the Standards.

Grand in ambition but short on details, Xi's sweeping initiative may be better thought of as a “philosophy” or “party line," rather than a fixed commitment. At some point everybody goes through a Gram Parsons phase. It’s inevitable and entirely laudable. Gram is a legend and even "Chimes of Freedom" pales in comparison with outtakes from Sweetheart of the Rodeo . But Gram was also a WASP poseur who didnt really care if nobody bought the first Flying Burrito Brothers LP because he had a trust fund to fall back on. And his theology major at Harvard notwithstanding, I dont get the sense when I spin "The Christian Life" or "I Am a Pilgrim" for the five-thousandth time that I am listening to somebody who is doing anything other than fetishizing stuff poor people like—Jesus, for example. All of which is to say that if you think getting right with the Lord is an embarrassing musical conceit that happened to give rise to some solid jams, by all means stick to Sweetheart . But, if you like barrelhouse piano and buttery Telecasters and weeping steel guitar with your paeans to biblical morality, and want whoever is singing to have at least a passing interest in maybe trying to live up to the words one day, look no further than the gospel records George Jones cut intermittently between 1955 and 2003.

With that, the growing expectation that the most knotty cases of botched corporate debt will get resolved in 90 days would look like more hype than hope. He says hedge funds can pay for analysis of the quality of information on social media, but most people can't, which is why they tend to dismiss news that they're unsure about. Bloomberg LP, the parent of Bloomberg News, sells social media analysis tools. "Ironically, it's having a calming effect," he said. "If you have all this confusing information, and you don't know which one is true and which one is false, you say, OK, the heck with it, I won't do anything."
