The reservoir's operators have been releasing water at maximum levels since January 9 but it was not enough to avoid a spillover because of recent storms, Rachael Gibson, a spokeswoman for the Santa Clara Valley Water District, said at a news conference. Trash-strewn floodwaters inundated city blocks in California's third-largest city, as firefighters in inflatable boats on Tuesday ferried stranded residents to dry ground. Thousand face mandatory evacuation Aside from 14,000 people whom officials said were placed under mandatory evacuation orders, with many taking up residence in emergency shelters, the city has issued a less severe evacuation advisory to 22,000 people, urging them to leave their homes as well. “This is nothing you ever want to see in your community,” San Jose Mayor Sam Liccardo told a news conference. Residents of the flooded area, which is near downtown and is made up of apartment buildings and townhomes, would not be allowed to return to their properties on Wednesday, Liccardo said.

"We are facing a tragedy; we must avoid it becoming a catastrophe. This is preventable if the international community takes decisive action." He said a staggering $4.4 billion is needed by the end of March — just four weeks away. For the entire year, a total of more than $5.6 billion is needed for these four countries. The U.N. is ready to step in, but needs the funds to do it. Worryingly, Guterres said the United Nations has only received $90 million — just two cents for every dollar required. "The lives of millions of people depend on our collective ability to act," he said. "In our world of plenty, there is no excuse for inaction or indifference." Guterres said a combination of factors have thrown these regions into an acute food crisismainly the combination of conflict and severe drought accelerated by climate change. Famine is a technical term that requires certain thresholds to be met before it is declared.

Both militant groups would benefit from the integration of ISIS foreign fighters and potential collaboration with ISWAP, the report noted. In the long-term, Gartenstein-Ross warned that al Qaeda poses a greater threat to Africa than ISIS. "While ISIS is certainly going to make efforts to carry out further attacks in Africa, the weakening of ISIS in Iraq and Syria will in the medium-to-long-term reduce the extent to which the group can spread in Africa," he said. "ISIS may surge in the short-term, but their reduced resources prevent them from spreading the way they did in Iraq and Syria." Gartenstein-Ross said while ISIS has carried out a series of large-scale attacks in recent years, al Qaeda has "sat in the shadows" to avoid drawing attention to themselves from international counterterrorism efforts. He said this has allowed the group to maintain a deeply rooted network across both the Middle East and Africa.

This is a continuation of Jethro Bronner’s epic journey in a classic Alfa Romeo. Read the previous entries here: Introduction , Part 1 , Part 2 . I left the peace and quiet of Zimbabwe and headed for Zambia over the Victoria Falls bridge with the spray of the falls landing on my car as I inched along the narrow, single-lane bridge. The border crossing into Zambia was much easier than crossing into Zimbabwe—I had learned at Beit Bridge to avoid the fixers and just wait in the lines for the officials, who were slow but helpful. Here, for the first time, I used my Carnet for the Alfa. A Carnet is like a car’s passport, which helps smooth over customs procedures in most African countries. So with Carnet, passport, and insurance sorted, I drove into the town of Livingstone, a small tourism centre on the Zambian side of the Zambezi River. I spent a day exploring the town and the magnificent Victoria Falls, but I had arrived at a difficult time and Livingstone was experiencing a fuel shortage along with power failures.

The scientists followed 518 patients, 294 of whom had ALS, looking at the type and quality of fish and seafood they ate, how often they ate it, and where they sourced their produce (bought from stores or caught while fishing). The scientists found that 61% of people with ALS were in the top 25% of estimated mercury intake, compared to 44% of participants who did not have ALS. According to the study, the participants who ate the largest amount of fish and seafood on a regular basis had a two-fold higher risk of ALS compared to participants with lower mercury levels. Fish to avoid: swordfish, shark, tuna, sea bream Swordfish, shark, tuna, sea bream and lamprey are among the predatory fish that contain the highest levels of mercury, which could cause damage to the central nervous system. Fish lower down the food chain, like sardines and mackerel, contain lower levels of the metal.

French presidential candidate Emmanuel Macron received a boost Wednesday after veteran centrist Francois Bayrou announced an alliance to counter the "major threat" posed by the far right. Bayrou, who had hinted for months at his own presidential run, ended the suspense by saying he would not mount a rival bid to avoid splitting the votes of moderates to the benefit of far-right leader Marine Le Pen. The 65-year-old, who ran three times for president and came third in 2007 with more than 18 percent of the vote, said France's democracy has "broken down". Le Pen, who is riding high in polls, poses a "major and immediate threat for our country and Europe", he told a press conference. Macron, who has campaigned as a progressive who is "neither of the left nor the right", told AFP he had accepted Bayrou's offer, hailing it as a "turning point" in the campaign and French political life.
