It is often the case that visual or cognitive impairments, people who are blind, are not going to have a fluctuating condition, which is clearly less amenable to treatment, than some other conditions, so it's the level of the difficulty in someone's daily life, whether they've got a physical or mental health problem, that matters in terms of the PIP assessment.
