The Verkhovna Rada of Ukraine has ratified an agreement between the Cabinet of Ministers of Ukraine and the government of the Kingdom of Norway on technical and financial cooperation. Some 233 people's deputies voted for relevant law No. 0127 on March 22. As reported in an explanatory note to the law, the agreement was signed on Oct. 18 in Oslo. The purpose of the agreement is to create legal norms and procedures for supporting and simplifying the implementation of programs and projects that fall within the scope of this agreement. The agreement extends to all programs and projects of technical and/or financial assistance that are implemented in Ukraine and are financed in whole or in part from the Norwegian side. This concerns the existing programs and projects, which are being prepared and promising ones. Technical assistance, in accordance with the agreement, includes the transfer of know-how, trainings, consultations, the supply of equipment and materials, assistance related to the introduction of new technologies necessary for the successful implementation of programs and projects.

THE Fifth World Happiness Report 2017 was released on March 20 by the United Nations Sustainable Development Solutions Network (SDSN). Malaysia was placed 42 in this World Happiness Index out of a total 155 countries. This is not a good ranking and we could have fared much better with some adjustments to our policies. The director of SDSN is Professor Jeffrey Sachs who is also head of the Jeffrey Sachs Centre on sustainable development that is financed by a US$10 million (RM44 million) grant by the non-profit Jeffrey Cheah Foundation housed at Sunway University in Malaysia – and is well known to Malaysians. Sachs has recommended all nations follow the United Arab Emirates example, to appoint a minister of happiness. Now with our low ranking, will it help us? Do we need to have a minister of happiness? Since happiness is what we all seek in life, then why not give it more priority than it deserves in formulating our policies and practices to improve our well-being and quality of life, and for more happiness? What is the use of pursuing economic growth per se, if the majority of our people are not happy enough? We need more comprehensive and focused policies that are evolved and properly implemented, to ensure that the poor rakyat are happier, and not mainly benefit the rich and powerful with more happiness.
