Beijing and the 10-member Association of Southeast Asian Nations (ASEAN) agreed last week after 15 years of resistance – largely because of China -- to a framework for a code of conduct that would eventually prevent mishaps in the sea that’s prized for fisheries and fossil fuel reserves.

Members of Congress criticized the Education Department on Thursday over $6 billion in improper payments made as part of federal student aid programs. Kathleen Tighe, inspector general at the department, told a House hearing that the department made $2.21 billion in improper payments as part of its Pell Grants program in 2016 and $3.86 billion as part of the Direct Loan program. Overall, the department last year awarded nearly $125 billion in financial aid to nearly 12 million students. Improper payments are disbursements that should not have been made, went to the wrong recipient, were for an incorrect amount or were not documented properly. Not all improper payments result in a liability for the federal government. Jay Hurt, chief financial officer for the department's Federal Student Aid office, told a House subcommittee that the department would seek to correct the problem, but he added that a zero-percent rate of improper payments was not feasible because fraud occurs in most organizations.

About 53 percent of program participants in Harrisburg are white and 42 percent are black, according to Elizabeth Stachiw, SCSEP's project director for the AARP Foundation, a recipient of the federal grant money. About 16 percent consider themselves Hispanic, Latino and Spanish. The rest are Asian and American Indian, she said. Nationally, about half of the current participants are white. "We are not thinking about it," she says of Trump's proposed cuts. "We are focused on helping individuals 55 and over re-entering the workplace regain their confidence in order to find jobs in today's market."
