Corruption and the fight against it is a never ending battle. It is impossible to fully eliminate corruption as it's a many headed hydra and as one head is removed a new one springs up somewhere else. The best a society can do is stamp out as much of it as possible and limit it's effects on the nation as a whole.While I applaud China's efforts to clean up what is essentially an open sewer of corrupt officials and practices it takes more than a clamp down to keep levels as low as possible, it requires considerable education from childhood and suitable rewards for those who report corruption.

Reader Randy C. emailed us last week after receiving a Form 1099-MISC from Chase. The form reported $1,000 of income for referring a total of 20 people for the Southwest Premier and Plus cards. Randy had done some research and wrote us, Since a referral bonus doesn't require you to spend money to get rewards it [is] considered income, and a 1099-misc will be sent out for any bonuses of $600 or more in a calendar year. So, are bank referral bonuses actually taxable? Short answer: Yes. Long answer: Maybe... Eventually. Technically, anything you receive is taxable unless the tax code says that it isn't [ 26 U.S. Code § 61 ]. Find $20 on the street, and you technically have $20 of taxable income.
